A police officer in New Jersey is facing criminal charges who ignoring a 911 call on duty, which turned out to be a double murder-suicide. According to reports, the officer even went out for pizza, amid other locations, despite being dispatched to the scene. As explained in a statement, GPS data helped paint a picture of what happened.
The NJ Officer Continued An ATM Transaction After Receiving A Second 911 Call
Back on August 2, 2025, at around noon local time, officers responded to a 911 call claiming a woman in the Pittstown area was unconscious.
Arriving at the scene, two officers found two deceased individuals at the scene. One of the deceased was later identified as Lauren Semanchik, who was 33 at the time of her death. The other was identified as Tyler Webb, who was 29 at the time of his death. The victims were said to have endured gunshot wounds from a semiautomatic firearm.

In a statement shared on Facebook by the Hunterdon County Prosecutor’s Office, the incident was later confirmed by investigators to be “a targeted act” by New Jersey State Police Lieutenant Ricardo Santos. Reportedly, Santos shot both victims before turning the gun on himself at another location.
According to People, Santos and Semanchik were previously in a relationship. Semanchik and Webb were believed to have started dating shortly before their deaths.
Reportedly, Sgt. Kevin Bollaro, an on-duty officer, “acknowledged the transmission” at the time. However, GPS data and surveillance footage revealed he had driven to a Clinton Township TD Bank. He then used an ATM. A few minutes later, a second call came in reporting the gunshots. Bollaro, however, is believed to have continued his ATM transaction.
Reportedly, Bollaro drove to the location “without activating his police vehicle’s emergency lights and sirens.” Within a few minutes, Bollaro spoke with the first caller, talking with them for less than a minute. He then asked dispatch to clear him from the scene. Data showed that he then ignored the second and third callers.
Bollaro’s Attorney Has Also Since Released A Statement Concerning The Incident
Bollaro then drove to Duke’s Pizzeria & Restaurant in Pittstown. GPS data then claimed he was there for around an hour. According to the prosecutors, Bollaro “falsely” claimed that he was “unable to make contact with the caller from White Bridge Road.”
Following this, Bollaro was placed on administrative leave by the Township of Franklin. He is set to appear in court on November 5, 2025.
In a statement with People, Bollaro’s attorney, Charles J. Sciarra, shared, “A woman and her friend were tragically killed in a domestic violence incident and we have only wishes for peace and strength for those families … However, nothing Kevin Bollaro did or did not do that day impacted or could have stopped that tragedy in any way.”
Sciarra’s statement described delays in the 911 calls, as they were made and dispatched, adding, “The evidence will show [Bollaro] canvassed the area thoroughly.” The statement continued, “Sgt. Kevin Bollaro has faithfully served that community for nearly 25 years and is not guilty of anything related to this horrendous killing. This prosecution is unfortunate.”
