What is Victoria 3: State and Revolution about?

The “State and Revolution” immersion pack is bringing Tsarist Russia even more depth in Victoria 3. In this new immersion pack, players’ Tsars‘ personalities and characters will affect their power at court, while their choices as a monarchy through policy will shape the terms of revolution as players approach the late game with the Russian Empire. You can prop up the monarchy and the state, or you can side with the revolution and the people.

For centuries, the Romanov tsars kept a firm hand on the reins of power in Russia. The court ran all policy and planning, with tsars and royal favorites directing the future of an empire with immense wealth and potential, only hesitantly unlocked by a conservative ruling class.
But the changes of the 19th century threaten to topple an increasingly brittle system, as new technologies, national awakenings and political ideologies point to a different and possibly better future for the millions under Russian rule. Which side will you choose?
The immersion pack will also add new, updated visual effects to indicate seasonal changes across the globe, new historical characters, new Cosmetic Content including a new building style, character assets, interface and map skin, and table assets, and finally new Music inspired by Russian imperial and revolutionary ambitions.

- Dynamic Revolutions: Potential Russian revolutions transpire based on the Tsarist Governments, and the legacy of your predecessors. While the game is a historical simulation, players’ choices will impact the severity and length of the revolutions they encounter.
- The Russian Civil War: The introduction of the Civil War will let players seize control of the future as the state threatens to collapse around them. As the game continues, players can build post-revolutionary Russia based on its outcome, with the choice to create a communist government or pursue their designs for a different post-revolutionary regime.
